It soon became clear, that the
South East’s history, while rich and diverse, had rarely been
a happy one.
The last four decades had been marked by unprecedented upheavals at
the hands of a rapidly changing global economy, which no longer favoured
the location of light industry in western cities.
The South East had been in a state of flux since the War.
The predominant industries up to that point had left behind an
infrastructure of light and airy working spaces, well-lit property with
large open floor spaces and high ceilings. A relaxed planning regime
had further contributed to the formation of this structurally unstable
milieu, and had created an area in continuous social and economic transition.
